The DIADEM has several objectives. In order to speed up learning across borders and convergence in the Single Market, DIADEM aims to document the differing modes and degrees of implementation of assessment procedures in EU member states and at the EU level. The ambition is to provide more detail and context than previous pioneering work (mostly done in OECD context), which surveyed impact assessment models adopted in EU Member States (e.g. IA inventory)

The DIADEM will contain two basic units of information for every country:
1) data on the process, content and outcome of each individual IA
2) data on the IA system through which IA is produced and its wider context.

Search Modes

General Search

This is an unrefined free search interface (comparable to a ‘Google’ search) in which users can type a set of keywords into a one line dialogue box

Country-level search

This search mode is conceived for users wishing to collect information on the institutional setting and main features of impact assessment systems adopted in given countries covered by the DIADEM (the EU25 plus Israel). As will be described in more detail in Chapter 3 below, the information contained in the DIADEM for each country will be reported in ad hoc fact sheets

IA-level search
The IA-level search mode is conceived for allowing users to perform detailed searches within the large database of IAs that will be hosted in the DIADEM. In addition to the general keyword search, users will be able to select an advanced search mode, in which the search can be restricted according to the following criteria
